Alfonso is a seasoned finance and policy professional with over 20 years of experience across international organizations, public-sector institutions, and global philanthropy.
As one of the Global Methane Hub’s (GMH) founding team members, he has been instrumental in building and leading the organization’s financial and grantmaking operations, contributing to GMH’s growth into a leading force in methane emissions reduction worldwide. Today, he continues to serve as GMH’s chief financial and administrative officer.
Prior to joining GMH, Alfonso served as Climate Finance Officer at the Chilean Ministry of the Environment, where he led climate finance and budgeting efforts and coordinated the update of Chile’s 2020 Nationally Determined Contribution (NDC), the cornerstone document through which countries commit to reducing emissions and adapting to climate change under the Paris Agreement. He oversaw the environmental component of Chile’s first Sovereign Green Bond issuance, contributed to the Sustainability Linked Bonds framework, and coordinated the Technical Secretariat of the Green Climate Fund (GCF) in Chile. Earlier in his career, he held positions at the United Nations Development Programme, the Economic Commission for Latin America, and the Chilean Ministries of Housing and the Environment.
Alfonso holds a Master of Public Administration in environmental science and policy from Columbia University, and a Master of Public Policy, and a professional degree in public administration, both from Universidad de Chile.
Outside of his professional work, he is a committed volunteer firefighter. He is based in Santiago, Chile.
